Issue #1938 has been updated by luke.

For the record, our goal would always be to avoid tying ourselves to a single 
service like this.  There are multiple competing tools in this space, many of 
them capable of configuring multiple operating systems (although mostly through 
generation of configuration files for the OS-specific tools).  I'd like to be 
able to work with most of them, rather than writing our own or tying our 
fortunes.

It would be helpful if Puppet had a way to manage the installation from bare 
metal and did not depend on a 'stem-cell OS image'.  That would let Puppet be 
in charge of the entire process.
