Another reason for this change is so that the server can minimise the number of times the clients are contacted. If the server knows that the client is up-to-date, then the server can reduce the number of times the client is contacted (or not contact it altogether) until the server's own configuration changes. This feature solves the problem where the puppetmaster, on the inside of a restrictive firewall, is managing clients that are in the DMZ of or outside the firewall. In this configuration, the remote puppet client is not able to start a connection to the puppetmaster, but the puppetmaster is capable of starting a connection to the client.
