Puppetd is holding on to memory between runs which seems like a bug as it's not
doing any work and the state cannot be anywhere near it's memory consumption as
the things it is managing are much smaller than this.

So on this 256MB machine, it managing a few configuration files and not
currently processing (the last run was 20 mins ago and it runs every 30 mins)
as seen by the 0% CPU utilization.
Yet in this idle state it is still holding on to nearly 200MB of memory on the
system, much higher than any other process.

0.24.7
Looks like a bug/memory leak to me?
