I don't see the benefit here...

The main benefit of SSL/TLS is continuous encryption of data combined with 
authentication.

If you don't need the encryption, I suppose that you could make the case for 
Kerberos or LDAP.  But, it seems to me that you would always want to encrypt 
critical configuration data.

If you really don't want the encryption, then use something Apache fronted and 
ensure that you use a null cipher.

Instead of relying on only SSL, it would be useful for Puppet to leverage other 
systems like:

- Kerberos
- LDAP

This would allow Puppet to more cleanly integrate with an infrastructure's 
existing security mechanisms.
