sorry - poor bug description :)

passenger requires the directory /var/lib/puppet/ssl/ca to exist and to be 
owned by puppet user (or the account that runs passenger).

on puppetmasters with no certificate authority this directory is not required.
and I think that the CA part is actually running (e.g. you could request 
certificates from it).
