I'm working on this for a client in a 0.24-based branch.  Once all the work is 
polished I'll rebase it over to master.

I.e., this is mostly done but not quite ready.

This is starting pupeptqd --no-daemonize --verbose --debug

No there are no log messages, no output telling you what the daemon is doing.  
Given the issues we have elsewhere with insufficient or unclear logging this 
seems like a bad start.
