Same configuration files as a 0.24.x deplaoy using the 0.25.0beta1 master and 
client results in .svn files not being ignored resulting in critical errors

0.25.0 machine:
<pre>
# puppetd --genconfig|grep pluginsignore
    # pluginsignore = .svn CVS
</pre>

0.24.8 machine:
<pre>
# puppetd --genconfig|grep pluginsignore
    # pluginsignore = .svn CVS
</pre>

0.25.0 machine:
<pre>
# puppetd --test
info: Loading downloaded plugin /var/lib/puppet/lib/facter/.svn/entries
/var/lib/puppet/lib/facter/.svn/entries:15: warning: parenthesize argument(s) 
for future version
err: Could not load downloaded file /var/lib/puppet/lib/facter/.svn/entries: 
/var/lib/puppet/lib/facter/.svn/entries:5: syntax error
</pre>

Add to 0.25.0 config:

<pre>
pluginsignore       = .svn CVS
</pre>

Then it's all fine, while the 0.24.8 machine does not require this setting, not 
sure if this should be classified as a bug or a release note clarification will 
be sufficient but it's a change that will break clients with old default 
settings so definitely needs clarification/fixiing.
