Issue #86 has been updated by Nigel Kersten.

So far all these suggestions are kind of unappealing to me. The idea of perms 
being copied from the deepest existing parent is somewhat counter-intuitive to 
me.

Just my 2c. I realize I'm more than welcome not to use such a feature if it is 
implemented :)

I tried 

file {"/usr/local/share/puppet/sopext/facter" : 
  ensure => directory, 
  recurse => true
}

but get erros that the parent diretories are not available.
