All of the resource types, parameters, and much more store documentation in 
memory, even when they're never going to be used.

Once a process gets to a certain point, it should be obvious that the docs 
won't be used, and at that point they should all be dumped from memory.  This 
won't be a huge optimization, but it should help.

This will require that our 'Docs' util module keep a reference to all docs, so 
that it can zero them out when dumping them.
