Issue #2673 has been updated by Klavs Klavsen.
This works:
options => ['command="rdiff-backup --server
--restrict-read-only ",no-port-forwarding,no-X11-forwarding,no-pty'],
So you seem to be on the money, in regards to the / causing the problem.
Only problem is that the command won't work without the / ;)

If I have this ssh key config:
ssh_authorized_key {"[email protected]":
ensure => present,

puppet keeps saying:

//Node[dbserver]/basenode/backup/ssh_authorized_key[[email protected]]/options:
options changed 'rdiff-backup,--server,--restrict-read-only' to 'rdiff-backup
--server --restrict-read-only /,no-port-forwarding,no-X11-forwarding,no-pty'
Even though the options haven't changed obviously :)
If you give it the options in a string - it doesn't work either (see bug 1820 -
a feature request :)
