When I run puppetd for the first time, it syncs ownpkg.rb from puppetmasterd
just fine, and then it autoloads it.

Loading downloaded plugin /var/puppet/lib/puppet/provider/ownpkg.rb
Then I start puppetd again and because the file's hash did not change it's not
going to be retransmitted, and therefore it's not going to be autoloaded.
So later on when I try to intall a package with provider => ownpkg, it's going
to fail:
err: Could not run Puppet configuration client: Invalid package provider
'ownkpg' at /etc/puppet/manifests/classes/squid.pp:7
