Issue #2855 has been updated by James Turnbull.

And even if we don't revert we should push the prereq into a feature in line 
with recent discussions on the -dev list.

commit:"e8bce7a6c3d0941fb3b461d2f0487b3f249ff5f1" introduced a dependency on 
zlib, which is not technically a prerequisite of puppet.  The code needs to be 
modified to fall back to use of the old (unziped) fact serialization format 
when zlib is not preset.

The most straight forward way to do this creates a potential problem for the 
edge case in which zlib is installed on a client but not on the puppetmaster.  
It is reasonable to say that such configurations are not supported; zlib is not 
in general required for puppet but it must be installed on puppetmasters which 
will be serving clients with zlib.
