Bug #3453: puppet client silently ignores symlinks

While going through an example that generates /etc/motd from a template, I
noticed that it was giving me no feedback other than that it was applying a
configuration version, and that my motd was not changing. Upon running debug,
I noticed:
debug: //File[/etc/motd]/checksum: Not checksumming symlink
Because on Ubuntu systems the motd is a symlink to /var/run/motd (which
includes status information about your system's updates etc).
This caught me completely by surprise, and at least some better reporting of
the sudden noop would be helpful here.
