This system user only has a couple of dotfiles that I create through puppet (which is part of how I think of managehome) I don't feel very strongly. I think it's most in keeping with the various other types, if it just creates a new one, and leaves the old homedir for manual cleanup. Moving homedirs seems very error prone. I have several system user that puppet manages. I changed the location of one of the home directories, and though puppet changed /etc/passwd, and has managehome set to true, puppet did not create the new homedir. Moving system user homedirs around doesn't seem that uncommon to me, this behavior seems unfortunate.
