This system user only has a couple of dotfiles that I create through puppet 
(which is part of how I think of managehome) I don't feel very strongly. I 
think it's most in keeping with the various other types, if it just creates a 
new one, and leaves the old homedir for manual cleanup. Moving homedirs seems 
very error prone.

(as an aside, I'm not sure what to do with this, so I'm assigning to you)

I'm running puppet on ubuntu hardy. puppet and puppetmaster are version 
0.25.4-4, build this morning.

I have several system user that puppet manages. I changed the location of one 
of the home directories, and though puppet changed /etc/passwd, and has 
managehome set to true, puppet did not create the new homedir. Moving system 
user homedirs around doesn't seem that uncommon to me, this behavior seems 
unfortunate.
