Issue #3673 has been updated by Luke Kanies.
I'm nearly positive the following works fine:

For sites that wish to allow access to all modules for hosts, a wildcard module
should be supported, i.e.:
[*]
/path/to/all/modules/%modulename%/
192.168.0.*
10.0.1.*
10.0.2.*
