I'm having the same problem. I've installed the puppet-dashboard-1.0.0-2.noarch.rpm, puppet-server-0.25.4-1.el5.norarch.rpm and puppet-0.25.4-1.el5.noarch.rpm packages, running on RHEL 5.4 x86_64 servers.
