At puppetcamp we discussed a scenario where you sometimes want to reload a 
service and sometimes want to restart it when sending a notify to a Service 
resource.

An example would be reload bind just for adding new zones, but restart bind 
when changing major config options like what address to listen on.  Or reload 
apache for new vhosts but restart it for changes to the main config.

We didnt seem to come to conclusion if this should be a meta ability for all 
resources or just service - I am not sure where else it would make sense.  But 
everyone did agree it would be an important feature to have.
