We've had issues with the way we link boost before, and it is not surprising that a port to a new architecture shook some more bugs out. Off the top of my head, I'm not sure how much work it would be to change pl-build-tools and puppet-agent to try to link Boost dynamically. It's something we'd want to do across the board if we're going to change it, rather than doing it just on one architecture.
