Issue #4627 has been updated by Nigel Kersten.

"protected" is almost certainly the wrong word in case I gave that impression...

feels more natural, but maybe only to people who've fiddled with Java.

In an environment where puppet code is shared by multiple teams, it would be 
useful to be able to mark a class as protected, and you couldn't inherit from 
it, thus not allowing those resources to be overridden.
