Subject changed from puppet under leopard does not create puppet user or group 
to DirectoryServices provider should auto-assign uid and gid when unspecified.

I did all the foundation work for this in another ticket to make --mkusers work 
in #4382 and that will be in Statler.

If anyone cares to base off 'next' and write the patch to do this, it would be 
awesome, as I may not have time soon.

I've tried to run my manifest-tests on my fresh leopard machine. I installed 
puppet via gem.
User puppet and group puppet are not created.
