Issue #4942 has been updated by Luke Kanies.
Note that there is a proposed refactor somewhere in the system that recommends
passing all params through to created resources. Something like:
<pre>
resources { user: ensure => absent }
</pre>
It would operate on all otherwise-unmanaged resources.
I think this is a better plan overall.

Resources resource should pass metaparameters to underlying resource. (or at
minimum pass audit metaparameter to the underlying resource).
This need is not met by resources default, since it's only applied to resources
managed by puppet.
Package {
audit => ensure,
}
Resources resource is the only way to specify all system resource which is
useful for auditing:
Resources { "package":
audit => ensure,
}
