Jira (HI-607) Hiera lookups not working for Japanese values

Josh Cooper updated an issue   Hiera / HI-607 Hiera lookups not working for Japanese values Change By: Josh Cooper Catalog compilation fails when the beginning of a hiera lookup is a double-byte character. i.e.  lookup('message')   commmon.yaml: {code:yaml} --- message: "こんにちは" {code}   Will fail during catalog compilation.   However, if you do: {code:yaml} --- message "Hello こんにちは" {code}   The catalogue will compile.
