if the file /tmp/foo doesn't exist and you create a resource to audit it
<pre>
file { "/tmp/foo" :  
  ensure => present,
  content => 'foo',  
  audit => all,
}
</pre>

you get the error:
<pre>
warning: Cannot manage ownership unless running as root
</pre>
