Issue #7605 has been updated by Henrik Lindberg.
+1 for 'virtual' instead of '@'
Also need to deal with the '@' that means exported and change that to
'exported' keyword.
The should probably be allowed in any order - i.e:
exported virtual
virtual exported

Is relatively easy to type but, if you don't know it, very hard to read. We
should consider a word-based syntax, e.g.:
virtual user { luke: ensure => present }
