There is already a discussion about this on the dev list : https://groups.google.com/d/topic/puppet-dev/UmGR4ffAz3o/discussion I feel really strongly that a hiera integration, without this backend, severely handicaps the usefulness of hiera by not being able to define defaults within the module via the same lookup system used to override variables.
