Currently the file provider does not support symbolic links under Windows.
Having this capability would be really nice and we've had a few tickets come in
where it's been directly requested or mentioned as a point of pain when using
Puppet with Windows.
Note Windows only supports symlinks in Vista and up. It does support junctions
from at least 2000 and up, but these are not the same as symlinks
