Can you provide the manifest that you are using to install PlatformInstaller.dll? It could be that Puppet is not invoking the Win32 API with the correct file path, due to PUP-1389 or PUP-1368 . Is the directory you are sourcing files from exported by vagrant? If so, it could be https://tickets.puppetlabs.com/browse/PUP-1450. Unfortunately, it is only fixed in 3.5.0, but we had to pull the release due to some unrelated issues. Please upgrade to at least 3.4.3, as there are a number of Windows specific issues fixed in that version.
