There is a problem though, that once this initial csr is submitted, the agent does not seem to resubmit its csr until you manually clear the stored csr in the agent's ssldir. So once an agent has made an initial csr submission to a non-existent directory env, it will be stuck in cert signing limbo until you manually delete the csr on the agent.
