The existing behavior was discovered while debugging a proposed design pattern for classification which required ordering as intended by the user to be preserved, due to evaluation order dependencies. As written we can frequently betray the user's intended class declaration order by moving classes without parameters to earlier in the evaluation order. With the changes (looking ahead to Jeff's PR) we still partition and thus do not fully preserve user intention 100%, but as adding classes include-style is always safe and adding classes resource-style is much more subject to order requirements, we achieve probably close to 99% user intention preservation.
