Following delimiter/operator like things you are in what's typically called a "value context" and REGEX is valid, DIV isn't. Conversely, following values (literals, identifiers, ")" and sometimes "]") you are in an "operator context" where DIV is valid and REGEX isn't. But the idea is that there aren't any places where *both* are valid.
