Running »puppet resource mount« always reports :unmounted because the instances method never takes the actual mountstate into account. The bug was introduced while fixing #4914 (probably 9f40608 because the retrieve method of the mounttype changed)
The first patch shows the actual misbehaviour. The second patch fixes the issue.
