I'm totally fine with this. As this is a change in the interplay of "agent"
and "apply", is this a 2.8.x fix? Or is the impact tiny enough that we can
put this into 2.7.x? I ask, as it appears that most of the discussion on
the ticket revolved around coming up with a way to fix this issue without
changing existing semantics, so that we could get a fix out soon.
