Are you trying this to test with Hiera?  Puppet 3.x requires Hiera,
but it's an optional feature for Puppet 2.6 and 2.7.

Branan and I have been working on this most recently.  I'll take a
look at fixing this for Puppet 2.6 as soon as I get into the office on
Monday.
