One option may be to configure the 'sendmail' option to point to an executable that can perform SMTP auth over TLS. Barring that, you'll probably need to add additional support to puppet, possibly including either an extension of the 'smtpserver' configuration or a new configuration variable. I'm sure a pull request to that end would be given due consideration.
If you're not able to do this sort of development, then the question might be better asked in a user forum of some sort - perhaps someone else has solved it in a creative fashion.
