That's a perfectly reasonable question.  I think that one answer is,
"everyone else does it" - JEPs, PEPs, RFCs, and so on.  There's some
value to that: easy, unambiguous, and short.

Note, too, that there's a process for getting a number assigned early,
before you start writing - for example, I have ARM-12 assigned, even
though I've done (woefully) little work on it.
