What happens if you run this through plain ruby:
require 'augeas'
aug = Augeas::open(nil, nil, 0)
puts aug.match("/files/etc/hosts/*").join("\n")
If that works, Puppet has trouble detecting Augeas; if it fails, there's
something screwed up with Augeas.
