according to Luke @ puppetcamp Europe this is a problem that should be fixed within puppet. So it should be possible to define that package cron or apache should be installed and all the cron/a2mod depend on that package and puppet shouldn't fail before. I'm not sure if somebody already opened a ticket for that (probably for the cron issue).
