Setting symlinks is standard job for file resource type:
file { '<source>':
ensure => '<destination>'
}
Example.:
file {'/etc/inetd.conf':
ensure => 'etc/inet/inetd.conf'
}
This creates a symlink /etc/inetd.conf pointing to /etc/inet/inetd.conf
