Thanks Luke (and sorry for late reply). This sort of addresses another question I haven't got around to investigate - the question is whether Puppet has functions/facts to tell me things like whether a particular provider is available or not. I guess it can be somehow scripted.
But as you say - your hack won't avoid re-runs, it might allow cleaner messages, though.
