The centrify script may be thousands of lines, but it doesn't do that much. A lot of it is for user interaction and multiple OS stuff. At my last company we used centrify for authentication. It was less then a dozen commands to setup. A bit longer than that once put into puppet.
If you really want to interact with the script instead, Linux has programs for doing this. There is no reason to duplicate this in the puppet core, when this is not the recommended way of doing things. If the script is installing things and puppet doesn't know about everything that is installed and modified, it can't manage them. Goes against the primary design.
