We use this

  cron { "puppet":
    ensure  => present,
    command => $ppt_cmd,
    user    => 'root',
    hour    => fqdn_rand(6),
    minute  => fqdn_rand(60)
  }
so puppet runs happen 'randomly between midnight and 05:59
