Thanks for the response. 

I am planning to manage /etc/puppet/puppet.conf for all the client/agents and 
it struck me that there is very little one needs to manage if the server is not 
a puppet master.

Pretty much. 
I am reasonably sure the only thing you can put in there is manifest and module 
paths. 
It basically tells the master where to look for those files for each 
environment.
