Hi Nate,
   install_options is an array of additional options to pass when 
installing a package. so you can not pass 'latest' parameter to it, instead 
you can try this for latest version installation

  package { 'Teamspeak3' :
    ensure          => latest,
    provider        => 'chocolatey',
  }
