There will be in Puppet 4, and you can preview it using parser=future. See http://docs.puppetlabs.com/puppet/latest/reference/experiments_lambdas.html#available-functions
However, it's likely that your problem can be solved using defined types and possibly the create_resources() function. If you give us a description of what you're trying to solve, we may be able to recommend a solution that works with the current parser. Note that parser=future should not be considered production grade yet.
