In the default Puppet MSI install, neither the ruby-augeas bindings nor augeas native libraries are provided, so the provider is not suitable out of the box. However, you may be able to compile augeas for windows and install the ruby-augeas gem... I haven't done that myself, so I'm not sure how well that'll work out.
