You can find the init provider here <https://github.com/puppetlabs/puppet/blob/0d5b6618b3a9a376625e5df86c349e1df2d88190/lib/puppet/provider/service/init.rb#L23-L27>. Apparently it is very unconstrained, and therefore puppet prefers it over the systemd provider. It should be easy enough to change that to also exclude Gentoo, if it has switched to systemd now.
