I do think so.
I set up a device "EXAMPLE-DEVICE" in /etc/puppetlabs/puppet/devices/ and 
the syntax looks like this:
  
   address                   => 'ip-address',

   port                         => '22',

   user                         => 'uname',

   password                => 'pass1',

   enable_password   => "pass2",

I can absolutely confirm that I can bought ping and access the configured 
switch with my proxy host.
