I don't have tested it fully,

but I think you need an uefi partition on the disk to be able too boot on it.
I'm not sure debian create it at install, if you don't install it with uefi 
enable.

This does not work for me. I tested a simple debian VM with virtio. 
After installation, I set ovmf:1, but VM always boots from CD. 

Seems that BIOS does not recognize virtio disks? 

I then changed the disk to IDE and SCSI, but it still boots from CD - 
Even if I enter the BIOS and select the HD as bootdisk.
