When servers start up, each tries to contact the others. Since the server processes may finish their initialization at different times, one server may try to contact a second before the second one is ready to process requests. The error messages indicate this has happened. After all servers are running they should all be able to communicate and no more of these errors will occur.
It does not matter the order in which the servers start, as long as they all eventually start. At that point, the file system is ready for use by a client.
