Bill, This may not be the answer to the question, but I'll take a stab at it...
I have been modifying the "Project" scheme that is part of Swiki 1.3. In that scheme there is the file "endHead.sm". That file contains the following line of code: <link rel=stylesheet href="<?toFiles?>style.css" type="text/css"> I then have my styles defined in the appropriate style.css file in the same scheme.
